Ed Santiago 68efa7e3a1 CI: parallel-safe run system test ...

- fix a few missing safenames
- eliminate 'container rm -a'
- when running ps, do substring match, not exact
- where possible, add ci:parallel tags
  - when not possible, explain

Also, fix a completely broken inspect test
