This commit vendor pre-release version of `c/common:8483ef6022b4`.
It also adapts the code to the new `c/common/libimage` API, which
fixes an image listing race that was listing false warnings.

This vendors the latest c/common version, including making Pasta
the default rootless network provider. That broke a number of
tests, which have been fixed as part of this PR.
Also includes a change to network stats logic, which simplifies
the code a bit and makes it actually work with Pasta.

Pull in updates made to the filters code for
images. Filters now perform an AND operation
except for th reference filter which does an
OR operation for positive case but an AND operation
for negative cases.

All `[]string`s in containers.conf have now been migrated to attributed
string slices which require some adjustments in Buildah and Podman.

As requested in containers/podman/issues/20000, add a `privileged` field
to the containers table in containers.conf. I was hesitant to add such
a field at first (for security reasons) but I understand that such a
field can come in handy when using modules - certain workloads require a
privileged container.

The id, digest, and intermediate filters were broken
for podman images. Fix to match on substrings instead of
the whole string for id and digest. Add the intermediate value
correctly when set.

Unset the NOTIFY_SOCKET environment variable after sending the MAIN_PID
and READY message. This avoids any unintentional side-effects of other
code paths using the socket assuming they'd run in a non-server
short-lived Podman process.

Most of the code moved there so if from there and remove it here.
Some extra changes are required here. This is a bit of a mess. The pipe
handling makes this a bit more difficult.

The code was moved to c/common so use that instead. Also add tests for
the new pasta_options config field. However there is one outstanding
problem[1]: pasta rejects most options when set more than once. Thus it is
impossible to overwrite most of them on the cli. If we cannot fix this
in pasta I need to make further changes in c/common to dedup the
options.

Fix two bugs in `system df`:
1. The total size was calculated incorrectly as it was creating the sum
of all image sizes but did not consider that a) the same image may
be listed more than once (i.e., for each repo-tag pair), and that
b) images share layers.
The total size is now calculated directly in `libimage` by taking
multi-layer use into account.
2. The reclaimable size was calculated incorrectly. This number
indicates which data we can actually remove which means the total
size minus what containers use (i.e., the "unique" size of the image
in use by containers).
NOTE: The c/storage version is pinned back to the previous commit as it
is buggy. c/common already requires the buggy version, so use a
`replace` to force/pin.

Also, do a general cleanup of all the timeout code. Changes
include:
- Convert from int to *uint where possible. Timeouts cannot be
negative, hence the uint change; and a timeout of 0 is valid,
so we need a new way to detect that the user set a timeout
(hence, pointer).
- Change name in the database to avoid conflicts between new data
type and old one. This will cause timeouts set with 4.2.0 to be
lost, but considering nobody is using the feature at present
(and the lack of validation means we could have invalid,
negative timeouts in the DB) this feels safe.
- Ensure volume plugin timeouts can only be used with volumes
created using a plugin. Timeouts on the local driver are
nonsensical.
- Remove the existing test, as it did not use a volume plugin.
Write a new test that does.
The actual plumbing of the containers.conf timeout in is one line
in volume_api.go; the remainder are the above-described cleanups.
