Fix missing 'packaging' requirement (#713)

The `sqlalchemy` instrumentation uses the `packaging` library to parse
the `sqlalchemy` SemVer.

`packaging` is not part of the standard library and should be included
in the `setup.cfg` file to avoid:

```
ModuleNotFoundError: No module named 'packaging'
```
