silverwind 90b509aafb Update JS and PY deps (#34143) ...

- Update selected dependencies.
- Ran `make svg && git add --all`.
- Tested mermaid and swagger.
- Mark `fileicon` assets as generated so they don't spam the diff.
- Webpack is not upgraded because it has some regression.
