Fix #31958
Enhanced `USER_DISABLED_FEATURES`(also `EXTERNAL_USER_DISABLE_FEATURES`)
option in `[admin]` section.
Added following values:
- `change_username`: Disable change username
- `change_full_name`: Disable change full name
