BREAKING CHANGE:
Datetime no longer incorrectly reports the time zone when `value` is updated. Datetime does not manage time zones, so any time zone information provided is ignored.

This test was introduced for a temporary fix in v6. That fix was removed in v7 in favor of a breaking change that effects what an empty string will default to.
