chore(CI): add validation with Circle CI ( #14129 )
...
* giving new CI validation script a test run
* tidy up CI script in prep for PR
* seeing if validate runs fine with a `npm ci` install
* using newer/faster node
* does this version have new NPM?
* does node 9 have npm 5.7?
* seeing how forcing 5.7 compares on speed
* trying node 8.9 again
* sticking with 8.9, but ditching `npm ci` for now
* trying just 8 so I can see if it gets LTS updates
* benign commit to trigger a build ahead of PR
