feat(range): add neutral point (#17400)

* feat(Range): add neutral point

* feat(Range): generate proxies and api

* fix(): check positive case in neutralPointChanged

* fix(Range): neutralPoint to min if neutralPoint < min

* fix(Range): active bar style

* fix(Range): tick styling
