each exported symbol and we compute the ELF hash value for it.
(compute_bucket_value): New function.  It is called from
size_dynamic_sections to determine the hash table size.  When we are
optimizing a better, but slower, algorithm is used.
(size_dynamic_sections): Call compute_bucket_value.
