Ian Lance Taylor ac766f7080 * config/tc-mips.c (load_register): In 32 bit mode, when not 
dealing with a 64 bit number, permit the upper 32 bits to be set
	even if bit 31 is not set.
This lets `and $2,~0x80000000' succeed.
