alpha_ecoff_swap_reloc_{in,out}, alpha_bfd_reloc_type_lookup):
	Read and write Alpha relocs.  Can't process them yet.
	* ecoff.c (ecoff_slurp_reloc_table): Recognize new reloc sections.
	If the section does not already exist, create it.
