* read.c (potable): Rva is new entry.
	(cons_worker): New, split from cons.  Handles rva.
	(cons, s_rva): Call cons_worker.
	* read.h (s_rva): New declaration.
	* write.c (fixup_segment): Don't throw away rva relocs.
	* config/tc-arm.c (md_apply_fix, tc_gen_reloc): Handle RVA.
	* config/tc-i386.c (tc_coff_fix2type): Handle RVA.
	* config/tc-i386.h (TC_COUNT_RELOC): Remember RVAs.
	(TC_RVA_RELOC): New definition.
