	(tc_gen_reloc, SOM version): Handle R_BEGIN_BRTAB and R_END_BRTAB.
	(hppa_force_relocation): Force relocations for BRTAB fixups
	when OBJ_SOM is defined.

More infrastructure for PA optimziations.
