Jason Molenda 292feafc96 Move devo/CYGNUS from keep_these_too to cygnus_files so that a generic 
Sanitize w/o keep-cygnus will remove it.

(cf communication with shebs where rms complained that CYGNUS was showing
up in GDB snapshots.)
