	(alpha_frob_file_before_adjust): Declare if OBJ_ECOFF.
	* config/tc-alpha.c (alpha_debug): New static variable.
	(md_parse_option): Set alpha_debug if -g is seen.
 	(alpha_frob_file_before_adjust): New function if OBJ_ECOFF.
