* config/obj-coff.c (do_relocs_for):  If TC_KEEP_FX_OFFSET
	is defined, put the tx_offset into the r_offset.
	* config/tc-sh.c (line_comment_chars): Add #
	(tc_reloc_mangle): Deleted.
	* config/tc-sh.h (TC_KEEP_FX_OFFSET): Define.
	(TC_RELOC_MANGLE): Delete.
