[PHP 8.4] Fixes for implicit nullability deprecation (#20133)
Fixes all issues that emit deprecation notices on PHP 8.4 for implicit nullable parameter type declarations.
Related to #20128.

Fix #18499: When using yii\db\Query::all() and yii\db\Query::$indexBy, the yii\db\Query::$indexBy is auto inserted into yii\db\Query::$select - the same as in yii\db\Query::column()

Currently there is an issue when using `BaseActiveRecord::findOne()` because it uses the return type for `ActiveQueryInterface::one()` which is inherited from `QueryInterface::one()` which returns `array|false`
