Podman machine list now supports a new option, --all-providers, which lists all machines from all providers.

Podman machine reset now removes and resets machines from all providers availabe on the platform.
On windows, if the user is does not have admin privs, machine will only reset WSL, but will emit a warning that it is unable to remove hyperV machines without elevated privs.

Extends the `pkg/machine/provider` package to add an API which includes
provider detection based on the host operating system.

creating vsocks in windows requires admin privileges. there could be
some workarounds made in the future,but the general deal has
always been, you need to be admin. lets enforce this with an error
until those work-arounds can be implemented.

Moving from Go module v4 to v5 prepares us for public releases.
Move done using gomove [1] as with the v3 and v4 moves.

this pr represents the podman 5 maching refactoring for HyperV. with
the exception of already skipped tests, all local tests pass.

Moves all of the ignitionfiles out of the `machine` package and into
its own called `ignition`. This required `VMType` to get moved out of
the `machine` package and into the `define` package in order to prevent
a circular dependency.

this pr has the basic plumbing that allows the e2e machine tests to run
with the hyperv provider.
it requires a special fcos image right now because gvforwarder was not
in the upstream fcos images for hyperv.
changed the way "provider" is set; moved GetProvider functions to
pkg/machine/provider. provider is now set at the machine level.
