Currently we can get into a state where a container exists in
storage but does not exist in libpod. If the user forces a
removal of this container, then we should remove it from storage
even if the container is owned by another tool.

Add support for podman volume and its subcommands.
The commands supported are:
podman volume create
podman volume inspect
podman volume ls
podman volume rm
podman volume prune
This is a tool to manage volumes used by podman. For now it only handle
named volumes, but eventually it will handle all volumes used by podman.

Add basic awareness of namespaces to the database. As part of
this, add constraints so containers can only be added to pods in
the same namespace.
