This commit vendor pre-release version of `c/common:8483ef6022b4`.
It also adapts the code to the new `c/common/libimage` API, which
fixes an image listing race that was listing false warnings.

Pull in updates made to the filters code for
images. Filters now perform an AND operation
except for th reference filter which does an
OR operation for positive case but an AND operation
for negative cases.

Mainly to pull in fixes for #1382 which is impossible to reproduce
locally so let's optimistically mark it as fixed and reopen if needed
in the future.

Changes as of 2022-04-21:
- apply-podman-deltas: minor cleanup
- buildah-tests.diff: deal with:
. buildah #3894 (the registry one), which affected helpers.bash in
a way that resulted in conflicts here; and
. buildah #3917 (etchosts), which caused offset-only diffs
with no conflicts
- Reevaluate the bud skip list, and reenable some tests that
seems to be passing now under podman:
. bud with specified context ...
. two tests that require a local registry (which buildah now runs)
. bud with --cgroup-parent

Often distributions to not have newuidmap and netgidmap configured
to be setuid. If Podman fails to setup the user namespace, check to
see if these files doe not have the proper protection and tell the user.

overlayfs -- the kernel's version, not fuse-overlayfs -- recently learned
(as of linux 5.16.0, I believe) how to support rootless users. Previously,
rootless users had to use these storage.conf(5) settings:
* storage.driver=vfs (aka STORAGE_DRIVER=vfs), or
* storage.driver=overlay (aka STORAGE_DRIVER=overlay),
storage.options.overlay.mount_program=/usr/bin/fuse-overlayfs
(aka STORAGE_OPTS=/usr/bin/fuse-overlayfs)
Now that a third backend is available, setting only:
* storage.driver=overlay (aka STORAGE_DRIVER=overlay)
https://github.com/containers/podman/issues/13123 reported EXDEV errors
during the normal operation of their container. Tracing it out, the
problem turned out to be that their container was being mounted without
'userxattr'; I don't fully understand why, but mount(8) mentions this is
needed for rootless users:
> userxattr
>
> Use the "user.overlay." xattr namespace instead of "trusted.overlay.".
> This is useful for unprivileged mounting of overlayfs.
https://github.com/containers/storage/pull/1156 found and fixed the issue
in podman, and this just pulls in that via

For reasons buried in the history of Podman, looking up an untagged
image would match any tag of matching image. For instance, looking up
centos would match a local image centos:foobar. Change that behavior
to only match the latest tag.
