our CI VMs include a local registry preloaded with all(*)
images used in tests.
* where "all" means "most".
This commit installs a new registries.conf that redirects docker
and quay to the new local registry. The hope is that this will
reduce CI flakes.
Since tests change over time, and new tests may require new
images, this commit also adds a mechanism for pulling in
remote images at test run time. Obviously this negates
the purpose of the cache, since it introduces a flake
pain point. The idea is: DO NOT DO THIS UNLESS ABSOLUTELY
NECESSARY, and then, if we have to do this, hurry up and
spin new CI VMs that include the new image(s).

Podman Desktop [1] is looking into improving the user experience which
requires to know the source of an image. Consider the user triggers an
image pull and Podman Desktop wants to figure out whether the image name
refers to a Red Hat registry, for instance, to prompt installing the RH
auth extension.
Since the input values of images may be a short name [2], Podman Desktop
has no means to figure out the (potential) source of the image. Hence,
add a new `/resolve` endpoint to allow external callers to figure out
the (potential) fully-qualified image name of a given value.
With the new endpoint, Podman Desktop can ask Podman directly to resolve
the image name and then make an informed decision whether to prompt the
user to perform certain tasks or not. This for sure can also be used
for any other registry (e.g., Quay, Docker Hub).

Make sure that the value is only set if specified on the CLI. c/image
already defaults to true but if set in the system context, we'd skip
settings in the registries.conf.

When looking up local images, take the unqualified-serach registries of
the registries.conf into account (on top of "localhost/").
Also extend the integration tests to prevent future regressions.

We should not be using the test systems registries.conf file for integration
tests. We should always use a constructed file created specifically for the
integration tests or we stand to have unpredictable results. The beforeTest
function now sets an environment variable pointing to a registries.conf file
in the test's tempdir. That file will container docker.io as a default.
The afterTest function then clears the environment variable.
