capabilities: always set ambient and inheritable

Browse Source 
change capabilities handling to reflect what docker does.

Bounding: set to caplist
Inheritable: set to caplist
Effective: if uid != 0 then clear; else set to caplist
Permitted: if uid != 0 then clear; else set to caplist
Ambient: clear
