Implement Lotus API to list the current miner IDs that are
participating.

Also return start and validity terms of the list participants API.
* Implement ticket based F3 participation lease
Implemented enhanced ticket-based participation system for F3 consensus
in `F3Participate`. This update introduces a new design where
participation tickets grant a temporary lease, allowing storage
providers to sign as part of the F3 consensus mechanism. This design ensures that
tickets are checked for validity and issuer alignment, handling errors
robustly. If there's an issuer mismatch, the system advises miners to
retry with the existing ticket. If the ticket is invalid or expired,
miners are directed to obtain a new ticket via
`F3GetOrRenewParticipationTicket`.

* Use fresh timer every time for F3 backoffs
To avoid potential of deadlock in case f3Participator is used from
multiple goroutines use throw-away timers at the price of higher GC.
Also use the cancel function in context explicitly in a unified stop
hook that awaits the participation to end before exiting.
* Strictly require start instance to never decrease
Require the start instance of a participation to never decrease if there
is an existing lease by the miner.
* feat(f3): update go-f3 to 0.7.0 and adapt for changes to the API

That way we don't re-use leases across networks. It's a bit racy (we ask
for the manifest before we ask for the current progress) but it should
be fine because at least we won't create a lease for the new network
with a future instance.
There's still an ABA problem if we rapidly switch back and forth between
two networks but... let's just not do that? At least for the mainnet
switchover, that won't be an issue because we enforce a 900 epoch
silence period.
I have to say, I'm not happy about this. But... we can probably just
hard-code it in the future once we get rid of the dynamic manifest.

This is done with the intention to add new {Get,Subscribe}ActorEvents in a
future release (i.e. soon!) with both decoded values (dag-json represented)
and simplified (no flags or codec). But because this comes with some
trade-offs wrt fidelity of information (e.g. likely needing to drop events with

* Resolve conflicts
I encountered multiple issues when trying to run make gen. And these changes fixed a couple of them:
- go mod tidy
- Remove RaftState/RaftLeader
- Revert `if ts.Height() > claim.TermMax+claim.TermStart || !cctx.IsSet("expired")` to the what is in the release/v1.26.0: `if tsHeight > val.TermMax || !expired`

This PR updates the following RPC methods according to EIP-1898
specs.
The following RPC methods are affected:
- eth_getBalance
- eth_getStorageAt
- eth_getTransactionCount
- eth_getCode
- eth_call
Note that eth_getBlockByNumber was not included in this list in
the spec although it seems it should be affected also?
Currently these methods all accept a blkParam string which can be
one of "latest", "earliest", "pending", or a block number (decimal
or hex). The spec enables caller to additionally specify a json
hash which can include the following fields:
- blockNumber EthUint64: A block number (decimal or hex) which is
similar to the original use of the blkParam string
- blockHash EthHash: The block hash
- requireCanonical bool) If true we should make sure the block is
in the canonical chain
Since the blkParam needs to support both being a number/string and
a json hash then this to properly work we need to introduce a new
struct with pointer fields to check if they exist. This is done
in the EthBlockParamByNumberOrHash struct which first tries to
unmarshal as a json hash (according to eip-1898) and then fallback
to unmarshal as string/number.
This change:
1. Introduces new "limited" API endpoints for EthGetTransactionByHash
and EthGetTransactionReceipt that accept lookback-limits.
2. Implements the gateway version of these API endpoints by calling the
limited variants with the default message search lookback limit.

This first commit contains the first and second implementation stabs (after
primary review by @hsanjuan), using a stack for task buffering.
Known issues: ctrl-c (context cancellation) results in the export code getting
deadlocked. Duplicate blocks in exports. Duplicate block reads from store.
