Introduce the first API for Lotus v2, focusing on `ChainGetTipSet`
within the `Chain` group. Define `TipSetSelector` for advanced
tipset retrieval options, and create a compact JSON-RPC call format.
Gracefully accommodate both EC and F3 finalized tipsets based on node
configuration, where:
* EC finalized tipset is returned when F3 is turned off, has no
finalized tipset or F3 isn't ready.
* F3 finalized is returned otherwise.
Support three categories of selectors under `TipSetSelector`:
* By tag: either "latest" or "finalized."
* By height: epoch, plus optional fallback to previous non-null tipset.
* By tipset key.
The selection falls back to tag "latest" if the user specifies no
selection criterion.
The JSON-RPC format is designed to use JSON Object as the parameters
passed to the RPC call to remain compact, and extensible.
The initial implementation of IPNI used GossipSub as a way to propagate
IPNI advertisement chain. To do this the propagation had to be relayed
through the Lotus node due to strict Filecoin GossipSub validation
rules.
Since then IPNI has moved on to roll out its own sync protocol that
works over HTTP, and HTTP-over-libp2p. This move has been the official
way of advertising content to IPNI federation over a year now.
Therefore, remove the ad relay over pubsub via Lotus node as it is now
considered to have reached its EOL as a mechanism for advertising to
IPNI.

- Event keys are now t1, t2, t3, t4 for topics; and d for data.
- ref-fvm no longer stores events in the blockstore for us. It just
returns events to the client, who is now responsible for handling
them as it wishes / according to its configuration.
- Add a flag to VMOpts to have the events AMT be written in the blockstore.
- Add a flag to the ChainStore to advertise to the rest of the system
if the ChainStore is storing events.
- Enable that flag if the EthRPC is enabled (can also add an explicit
configuration flag if wanted).
1. Include the builtin-actors in the lotus source tree.
2. Embed the bundle on build instead of downloading at runtime.
3. Avoid reading the bundle whenever possible by including bundle
metadata (the bundle CID, the actor CIDs, etc.).
4. Remove everything related to dependency injection.
1. We're no longer downloading the bundle, so doing anything ahead
of time doesn't really help.
2. We register the manifests on init because, unfortunately, they're
global.
3. We explicitly load the current actors bundle in the genesis
state-tree method.
4. For testing, we just change the in-use bundle with a bit of a
hack. It's not great, but using dependency injection doesn't make
any sense either because, again, the manifest information is
global.
5. Remove the bundle.toml file. Bundles may be overridden by
specifying an override path in the parameters file, or an
environment variable.

Content providers announce the availability of indexer data using gossip pubsub. The content providers are not connected directly to indexers, so the pubsub messages are relayed to indexers via chain nodes. This PR makes chain nodes relay gossip pubsub messages, on the /indexer/ingest/<netname> topic.
