Grafana 8.1.0 will include experimental high availability setup support by
using Redis PUB/SUB and data structures for inter-node state sharing.
This commit documents this but also explicitly marks feature as experimental

we get more understanding about Grafana Live usage scenarios.

Uses new httpclient package from grafana-plugin-sdk-go introduced
via grafana/grafana-plugin-sdk-go#328.
Replaces the GetHTTPClient, GetTransport, GetTLSConfig methods defined
on DataSource model.
Longer-term the goal is to migrate core HTTP backend data sources to use the
SDK contracts and using httpclient.Provider for creating HTTP clients and such.

The customQueryParameters option was added to prometheus datasources in https://github.com/grafana/grafana/pull/19121. This PR updates the "provisioning" documentation to contain a reference to this in the `jsonData` options for a prometheus datasource.
