Support handling of streaming resource response.
Disable gzip/compression middleware for resources
to allow chunked/streaming response to clients the gzip
middleware had to be disabled since it buffers the full
response before sending it to the client.

Moves common request proxy utilities to proxyutil package with
support for removing X-Forwarded-Host, X-Forwarded-Port,
X-Forwarded-Proto headers, setting X-Forwarded-For header
and cleaning Cookie header.
Using the proxyutil package to prepare and clean request
headers before resource calls.
Closes#21512
#21350 introduced a bug regarding import of plugin dashboards.
This should fix this and add custom validation if not importing
plugin dashboard and dashboard property is missing.

Removes validation logic from saveDashboard and later on use the new command for validating
dashboard before saving a dashboard. This due to the fact that we need to validate permissions
for overwriting other dashboards by uid and title.

Had to refactor dashboard provisioning a bit to be able to sidetrack the permission validation
in a somewhat reasonable way.
Adds some initial tests of the dashboard repository, but needs to be extended later. At least
now you can mock the dashboard guardian

Use the dashboard repository solely for create/update dashboards and let it do all
the validation. One exception regarding quota validation which still is in api layer

Macaron's gzip middleware tries to automatically figure out the content
type for a file when gzipped and seems to mostly fail with plugin
readmes. This change sets the content type to plain text.
