The issue on iOS 16 with `elementsFromPoint` is related to how it
handles Shadow DOM retargeting when called from the document (global)
context.
It leads to an `undefined` element that is required to trigger
`ionChange`.

Adds the base architecture to add a new theme configuration to Ionic
Framework components.
- Components can now specify an additional stylesheet for the `ionic`
theme.
- Developers can specify the `theme` and `mode` independently to control
look and feel of a component.
Test infrastructure has been updated to add support for testing the
theme configuration with Playwright.
- Existing `themes` test configuration has been renamed to `palettes`
This PR is just the initial effort to decouple Ionic's architecture to
separate look and feel and allow our dev team to start introducing the
new component appearance to the UI. There will be additional changes
required to completely add support for the Ionic theme. These changes
are targeted against the `next` branch and are not expected to be used
in a production environment at this time.

Mike found an issue while testing the Ionic 8 beta where there's a
flicker when presenting a picker in a modal on iOS. [We've seen this
issue
before](de13633a18/core/src/utils/forms/notch-controller.ts (L135-L144)),
and the reason why it's happening is there's a quirk in WebKit where the
IntersectionObserver callback is fired _after_ an accelerated animation
completes given a particular IO configuration.
The end result is there's a delay before each picker column is scrolled
to the correct place.
In particular, the modal enter animation on iOS is an accelerated
animation, and we use an IO to control when the picker columns [should
scroll their active options into
view](60056643a9/core/src/components/picker-column/picker-column.tsx (L107)).

- The root of the intersection observer is now the parent picker element
which avoids the WebKit quirk.

The current picker is only displayed as an overlay which makes it
impossible to use inline with the rest of the application. Additionally,
there are several bugs and missing features. For example, it is
impossible to know when the value of the picker column has changed using
public APIs. This is valuable for updating other columns in response to
that data.

- Introduces `ion-picker` as an inline wheel picker component. The
overlay picker is still available using `ion-picker-legacy`.
- The implementation of this component resolves linked bugs. It also

Picker options do not render correctly when dynamically changed. It
throws an error when the original options' length is no longer the same
as the updated options' length. This is due to `refresh()` being called
with `this.optsEl` having a stale list of children. The list doesn't get
updated until the upcoming render.

The column will call `refresh()` when it detects the columns has
changed. The call needs to be done after `this.optsEl` gets updated with
the correct number of children.
`componentShouldUpdate()` will check if options has changed ->
re-renders with the updated options -> `componentDidUpdate()` calls
`refresh()` based on `componentShouldUpdate()`
The standalone test page has been updated to include a way to test this
fix.

The Ionic Framework team would like to re-evaluate our approach to improving customization options when building mobile applications. We are looking at other solutions that a) make customizing an app UI easier and b) are applicable to a broader set of developers.
- removes mode-less component classes from the internal CSS, use element instead
- adds mode specific classes `md` or `ios` for styling inside of shadow components
- adds e2e test that verifies mode classes exist on all ionic components, plus checks for specific classes that the components need for internal styling

BREAKING CHANGES
## Core Components
Removes the `--width` and `--height` variables from the following components, in favor of CSS:
- Button
- FAB Button
- Checkbox
- Removes the `--width`/`--height` and adds a `--size` variable that is set on the width and height, allowing width and height to still be set and border-radius to still use it as a variable
- Radio
- Removes the `--width`/`--height` and `--inner-width`/`--inner-height` variables. Calculates inner values based on parent element size.
## Overlay Components
The following components have all be converted to shadow (or scoped) and have CSS variables for width/height:
- Action Sheet _(scoped)_
- Alert _(scoped)_
- Loading _(scoped)_
- Menu _(shadow)_
- Modal _(scoped)_
- Picker _(scoped)_
- Popover _(scoped)_
- Toast _(shadow)_
The above components will now have the following CSS variables for consistency among overlays:
