There are a few tests that were disabled due to being flaky from
gestures.

While fixing the tests, I found a bug that the scroll was never being
disabled on scroll. Additionally, we were not taking into account that a
custom scroll target could be used so it was never disabled either.

- Fixed the flaky tests.
- Content doesn't scroll when range is being dragged.
- Content can be either `ion-content` or a custom scroll target.

with `alignment="start"` inside of an `ion-item`:

f1d50c0f64 fix(datetime): display today's date and time when value is an empty string (#29839)

Setting `value` to an empty string on `<ion-datetime>` renders a May
2021 calendar:

```html
<ion-datetime value=""></ion-datetime>
```

## What is the new behavior?

Show the month and time for today's date when value is an empty string.
This matches how a native `input` with `type="datetime-local"` works.

## Other information

This can be tested by removing my fix in `datetime.tsx` and running the
e2e test for Datetime:

```bash
npm run test.e2e src/components/datetime/test/basic/datetime.e2e.ts
```

The `should display today's date and time when value is an empty string`
test should fail.

Alternatively, you can add a datetime with `value=""` and see the
calendar before & after my fix.

33fd894b84 refactor(select): set the default justify-content as a style (#29804)
- Remove the default property value in favor of setting the default style in the CSS to match the other form controls.
- Updates the e2e test for `label` to remove the explicit width & add more examples with long labels and a default select without justify set.

- Change the radio's `display` property to `block` when the `justify` or `alignment` property is set.
- Set the default `justify-content` style to `space-between` so that a radio with `width: 100%` set without `justify` or `alignment` set will still have the same default
- Modifies the `label-placement` e2e test to remove the explicit width as setting the property will make them full-width
- Adds two examples to the `label-placement` e2e test of labels that do not have `justify` set but use `width: 100%` to ensure they are working as expected without it
- Adds one example to the `label-placement` e2e test of a long label that uses `justify` to ensure it still wraps properly

bf7f6f6acf fix(test): fix Stencil Nightly build (#29780)
## What is the current behavior?
The Playwright test for
`core/src/components/menu/test/safe-area/menu.e2e.ts` started to fail
after introducing the following patch to Stencil:
[#5926](https://github.com/ionic-team/stencil/pull/5926). After
debugging the situation it turns out that the test overwrites the first
style in the `<head />` tag which turns out to be a component style that
caused all screenshot test to fail.

## What is the new behavior?
Overwrite the existing style by adding a new style tag at the bottom of
the page.

7b16397714 fix(content): allow custom roles and aria attributes to be set on content (#29753)

Setting a custom `role` on the `ion-content` element does not work.

- Inherit attributes for the content element which allows a custom

## What is the current behavior?
(Angular) If a list inside of a popover contains a disabled item and is
included in the following way:

```html
<ion-list>
  <ion-item [button]="true">Option 1</ion-item>
  <ion-item [button]="true" [disabled]="true">Option 2</ion-item>
  <ion-item [button]="true">Option 3</ion-item>
</ion-list>
```

when you try to navigate using the arrow down keys, it will stop at the
disabled item instead of continuing over it.

Note that changing the item to the following will work:

```html
<ion-item [button]="true" disabled="true">Option 2</ion-item>
```

## What is the new behavior?
Reflect the `disabled` property in the item so that when items are
queried in the popover, the arrow down key skips over the disabled item.

When the `ion-content` has the fullscreen attribute, the `ion-refresher`
will be hidden while refreshing. This can be seen by dragging far enough
to trigger it to snap back and refresh.

The refresher ends up being hidden behind the background content
element.

- Set the `--offset-top` to `0px` for the background content element.
This reflects the same behavior of when the content is not fullscreen.
By setting this to `0px`, the refresher is visible while refreshing.
- Added a private prop within refresher to keep track of whether
`ion-content` is `fullscreen` or not.
- Added test.

Originally, I was going to update the `pullMin` and `pullMax` as agreed
on from the investigation ticket. However, it ended up adding too much
space between the refresher and the content. This is the reason why I
decided to modify the background background instead. Otherwise, it
wouldn't mimic the behavior when content doesn't have the `fullscreen`
attribute.

c63d07bdd0 fix(many): do not grow slotted checkboxes, radios, selects and toggles (#29501)

## What is the current behavior?
I fixed a bug where icon was collapsing its width when next to a
checkbox, radio or toggle to match the styles of select in
https://github.com/ionic-team/ionic-framework/pull/29328. This caused a
regression for checkboxes, radios, and toggles when slotted inside of an
item. Our test coverage for this was not great, as the slotted inputs
test in item had so many elements that it was not apparent that this bug
was introduced. In addition, the select itself presented the same issue
before my PR and this is a regression from the v7 behavior. See the
following Codepens to see the regression:

## What is the new behavior?
- Updates the checkbox, radio, select, and toggle to reset the flex
property when slotted.

https://github.com/ionic-team/ionic-framework/pull/29328 where icons
were collapsing their width next to checkboxes, radios and toggles. This
was reproducible with a div and easier to see in a test so I used a div
with a background instead of an icon.
- Adds better test coverage for this fix which separates each component
(checkbox, radio, select, toggle) into their own screenshot test to make
sure the width is shrinking or expanding properly based on where it is
located in an item.

2007a44a27 test(many): fix failing tests that CI was not reporting (#29485)
Code checks were passing even though these tests were failing because
the docker script was not exiting with the correct exit code. This PR
fixes the tests so that they pass, then PR
https://github.com/ionic-team/ionic-framework/pull/29425 can be merged
so CI will properly fail again when tests fail.

I ran the following command in `ionic-framework/core` to find all
`*.png` files that did not have a parent `*.e2e.ts` file:

In certain scenarios, such as in Angular where the property binding is
set a few frames after the element is rendered, the `ionStyle` event
from `ion-select` can be emitted before `ion-item` has registered an
event listener.

disabled can cause the item to not treat the element as not interactable
(receives pointer events).

## What is the current behavior?

In traditional native applications, navigation will inform screen
readers that the view has changed. This allows screen readers to focus
the correct view. In a single page app on the web, this same concept
does not exist. As a result, transitioning from Page A to Page B results
in screen reader focus remaining on Page A. This means that users who
rely on screen readers are not informed of view changes.

Currently, developers are responsible for implementing this on their
own.

## What is the new behavior?

- Introduces a new focus manager priority global config. When defined,
the app developer can specify which area of the view focus should be
moved to when the transition ends. The developer does this by specifying
areas in order of priority which allows for fallbacks in the event that
a particular UI component (such as a header) does not exist on a view.

There is some risk here by managing focus for the application. As a
result, this feature is considered experimental and disabled by default.
The team should collect feedback based on usage and enable it by default
when they feel this feature is stable enough.

The large title transition does not account for back buttons with no
text value. We assume that the [`.button-text` element
](bfaf528e61/core/src/components/back-button/back-button.tsx (L168))
is always defined, but that is not the case when `text=""` on the back
button. As a result, devs were getting errors because we tried to get
the bounding box of a undefined.

- Revised the large title logic to only grab values from the back button
text if the back button text element is actually defined

## What is the current behavior?
Currently, every Sass variable in Ionic has the `!default` flag added to
the end.

From the [Sass variables
documentation](https://sass-lang.com/documentation/variables/):

> Normally when you assign a value to a variable, if that variable
already had a value, its old value is overwritten. But if you’re writing
a Sass library, you might want to allow your users to configure your
library’s variables before you use them to generate CSS.
> 
> To make this possible, Sass provides the `!default` flag. This assigns
a value to a variable only if that variable isn’t defined or its value
is [null](https://sass-lang.com/documentation/values/null). Otherwise,
the existing value will be used.

In past versions of Ionic Framework, developers wrote Sass variables to
rebuild Ionic Framework using their own values. In the latest versions
of Ionic Framework, this is not possible.

## What is the new behavior?
Removes the `!default` flag from all Sass variables.
