fix(checkbox, radio, toggle): disabled elements are not interactive (#28294)

Disabled toggles, radios, and checkboxes can still be enabled by
manually dispatching a click event on them.

- Toggles, radios, and checkboxes no longer activate if `disabled` is
set to `true`
