Fix Image source property to have None metadata for android - no need for layout invalidation from JS.

This is the default location when installing from npm, and Angular uses
that when parsing CSS.
Updated module paths, requires, csproj, tsconfig and grunt tasks.

StackLayout now reduce available height by its padding
...
TextView is now remeasured so that it centers its text. This is needed because when its given more size in onLayout it won't center correctly.

Add the __decorate function
...
Removing __extends function generation by setting the
noEmitHelpers flag we removed the __decorate as well.
While the __extends exists in the runtimes, __decorate
is an EcmaScript-related functionality, hence its place
is in the modules.
