mesh: bugfix (e27cdc)

MR !565 1. suppport mesh type, mesh ID, router and IE crypt func&key at any time after mesh is initalized. 2. support modify parent at any time after mesh is configured. 3. fix issues in root conflicts handling. 4. modify mesh nvs storage type same as Wi-Fi. 5. add max length of beacon to menuconfig. 6. add check for the channel value in the received beacon to filter out APs without DSSS.
