* Makefile.in (PICFLAG, PICFLAG_FOR_TARGET): New macros.
	(FLAGS_TO_PASS): Pass them.
	(EXTRA_TARGET_FLAGS): Ditto.

	* config/m?-*pic: Define PICFLAG* instead of LIB*FLAGS*.

Support building both shared and archive libraries.
