Update copyright year range in copyright header of all GDB files.
The next commit updates command-def-selftests.c to detect missing
or wrong prefix commands in a list of subcommands.
This command structure selftest detects a series of problems
that are fixed by this commit.
Many commands have a null prefix command, e.g.

Most of these are fixed by the following changes:
* do_add_cmd searches the prefix command having the list
in which the command is added.
This ensures that a command defined after its prefix command
gets the correct prefix command.
* Due to the GDB initialization order, a GDB file can define
a subcommand before the prefix command is defined.
So, have add_prefix_cmd calling a new recursive function
'update_prefix_field_of_prefix_commands' to set the prefix
command of all sub-commands that are now reachable from
this newly defined prefix command. Note that this recursive
call replaces the function 'set_prefix_cmd' that was providing
a partial solution to this problem.
Following that, 2 python commands (defined after all the other GDB
commands) got a wrong prefix command, e.g. "info frame-filter" has
as prefix command the "i" alias of "info". This is fixed by having
lookup_cmd_for_prefixlist returning the aliased command rather than
the alias.
After that, one remaining problem:

Caused by initialize_remote_fileio that was taking the address of
its arguments remote_set_cmdlist and remote_show_cmdlist instead
of receiving the correct values to use as list.

* remote-fileio.h (struct remote_target): Declare.
This commit applies all changes made after running the gdb/copyright.py
script.
Note that one file was flagged by the script, due to an invalid
copyright header
(gdb/unittests/basic_string_view/element_access/char/empty.cc).
As the file was copied from GCC's libstdc++-v3 testsuite, this commit
leaves this file untouched for the time being; a patch to fix the header
was sent to gcc-patches first.

'struct remote_state' today contains per-connection state, however
there's only a single global instance of that type. In order to
support multiple connections, we must have one such object per
connection.
Thus this patch eliminates the 'remote_state' global in favor of
having a remote_state instance per remote_target instance.
The get_remote_state free function is eliminated as well, by making it
a remote_target method instead.
The patch then fixes the fallout by making all free functions that
refer to get_remote_state() directly or indirectly be methods of
remote_target too.
Likewise, remote-fileio.c and remote-notif.c routines are
parameterized with a remote_target pointer too, so they can call into
the right remote_target instance.
References to the global 'get_remote_state ()->remote_desc' to tell
whether the remote target is open (!= nullptr) must be replaced with
something else:
- Command implementations use a new get_current_remote_target free
function.
- remote_target::open_1 checks the exception type instead.
Finally, remote_target and extended_remote_target are made
heap-allocated targets. As with the earlier core target patches, it
still won't be possible to have more than one remote_target instance
in practice, but this puts us closer.

This commit adds a new packet "vFile:fstat:" to the remote protocol
that can be used by to retrieve information about files that have
been previously opened using vFile:open. vFile:fstat: support is
added to GDB, and remote_bfd_iovec_stat is implemented using it. If
vFile:fstat: is not supported by the remote GDB creates a dummy result
by zeroing the supplied stat structure and setting its st_size field
to INT_MAX. This mimics GDB's previous behaviour, with the exception
that GDB did not previously zero the structure so all other fields
would have been returned unchanged, which is to say very likely
populated with random values from the stack.
