x86: Rewrite NOP generation for fill and alignment
increased MAX_MEM_FOR_RS_ALIGN_CODE to 4095 which resulted in increase
of assembler time and memory usage by 5 times for inputs with many
.p2align directives, which is typical for LTO output. This patch passes
max_bytes to TC_FRAG_INIT so that MAX_MEM_FOR_RS_ALIGN_CODE can be set
as needed and tracked by backend it so that HANDLE_ALIGN can check the
maximum alignment for each rs_align_code frag. Wall time to assemble
the same cc1plus.s:

Providing declarations in tc.h points out that alpha wasn't properly marking
FLT_CHARS as const. We can also get rid of the confusing redefinition of
X_CHARS to mmix_x_chars. Finally we can get rid of some now redundant
declarations of these constants.

- allowing true forward references (which will always assume the referenced
symbols have at the point of use) through the new .eqv pseudo-op and the
new == operator
- disallowing changing .equiv-generated equates (so that the protection this
provides is both forward and backward)
- snapshotting equates when their value gets changed so that previous uses
don't get affected by the new value.
- allowing expressions in places where absolute expressions (or register
names) are needed which were not completely resolvable at the point of
their definition but which are fully resolvable at the point of use
