The common subdir sets up a cconfig.h file to hold checks for the common
code. In practice, most files still end up using config.h instead which
just leads to confusion.
Merge all the configure checks that went into cconfig.h into SIM_AC_COMMON
so we can drop the cconfig.h file altogether. Now there is only a single
config.h file like normal.
Some systems (like OS X) do not have posix_fallocate. Add a configure
check for it before we try to use it. This is less work than trying
to support old systems.

Now that the sourceware tree generally requires autoconf-2.64, update
the sim tree to require that too.
This allows us to drop the long standing SIM_AC_COMMON/common.m4
workaround as autoconf 2.64+ seems to work for me.

The accept() function takes a socklen_t, not an int. Using an int causes:
dv-sockser.c: In function 'connected_p':
dv-sockser.c:273: warning: pointer targets in passing argument 3
of 'accept' differ in signedness
So use the same socklen_t detection code as gdb and convert the accept().
* common/callback.c (PIPE_BUF): Provide default refinition.
(os_lstat): Use stat if lstat is not available on the host.
(os_ftruncate): Return EINVAL if not available on the host.
(os_truncate): Ditto.
* common/configure.ac: Check for lstat, truncate and ftruncate.
* common/configure: Regenerate.
* common/config.in: Regenerate.
