[gdb/testsuite] Fix DUPLICATE in gdb.base/load-command.exp

Fix this duplicate:

DUPLICATE: gdb.base/load-command.exp: check initial value of the_variable
...
by using with_test_prefix.

Tested on x86_64-linux.
