remove uses of PARAMS from binutils

This removes the last uses of PARAMS from binutils.

The two changes in binutils were tested by rebuilding.
I didn't rebuild the gas change but I think it is obviously correct.

	* coffgrok.h (coff_ofile): Don't use PARAMS.
	* nlmheader.y (strerror): Don't use PARAMS.
