xtensa ignores option --no-link-relax

md_begin happens after md_parse_option.

	* config/tc-xtensa.c (opt_linkrelax): New variable.
	(md_parse_option): Set it here.
	(md_begin): Copy opt_linkrelax to linkrelax.
