Add target_ops argument to to_static_tracepoint_marker_at

	Add argument.
	(target_static_tracepoint_marker_at): Add argument.
	* target.c (update_current_target): Update.
	* remote.c (remote_static_tracepoint_marker_at): Add 'self'
	argument.
