gdb: move declaration of valprint_check_validity to valprint.h

The implementation is in valprint.c, so the declaration belongs in
valprint.h.

gdb/ChangeLog:

	* value.h (valprint_check_validity): Move declaration from
	here...
	* valprint.h (valprint_check_validity): ... to here.
