ld: Override the IR definition for non-ELF targets

For non-ELF targets, override the IR definition before all LTO symbols
have been read.

	PR ld/26675
	* plugin.c (plugin_notice): Override the IR definition before
	all LTO symbols have been read for non-ELF targets.
