* FreeRTOS_Plus_TCP_Echo_Qemu_mps2: cleanup

FreeRTOS_Plus_TCP_Echo_Qemu_mps2:
- Add missing include for header files.
- Remove redundant function declarations.
- Add "static" modifier if possible.
- No need to use "weak" for EthernetISR().
